The Sanitation Division has two Operations Sections: Collections Section and Treatment Section.
Collections Section - Sewer System
The Collections Section operates, maintains, and monitors the sewer system to ensure wastewater is safely and properly conveyed from nearly 40,000 lateral connections to the City's Water Quality Control Plant.
Sewer System Management Plans
California requires public agencies that own or operate sanitary sewer systems longer than one mile to maintain Sewer System Management Plans (SSMPs).
The goals of these plans are to:
- Support proper funding and management of sewer systems.
- Reduce sanitary sewer overflows.
- Protect public health and the environment.
- Improve maintenance and operation of sewer systems and sewage lift stations.

The City of Simi Valley Sewer Lateral Policy
What is a Private Sewer Lateral?
A private sewer lateral is the pipe connecting a home or building to the public sewer main.
Property owners are generally responsible for maintaining both the upper and lower lateral connection between the building and the public sewer main.
Property Owner Responsibilities
Property owners are responsible for maintaining private sewer lateral lines to prevent:
- Blockages
- Misalignment
- Deterioration
Proper maintenance helps prevent sewage backups and pipe damage.
Tree Root Damage and Reimbursement
If a property owner believes roots from a City-owned tree damaged a properly maintained sewer lateral, the property owner must contact the City for an inspection before repairs are made to be considered for reimbursement.
Tree roots typically enter sewer laterals through existing openings caused by:
- Aging or deteriorated pipe materials
- Poor installation
- Loose joints
- Cracks or fissures
- Lack of maintenance

Treatment Section - Water Quality Control Plant
The Treatment Section operates, maintains, and monitors the Water Quality Control Plant.
The plant treats approximately 10 million gallons of wastewater each day to:
- Protect public health and safety
- Meet State and Federal regulatory requirements
Wastewater comes from:
- Residential properties
- Local businesses
- Industrial facilities
Treatment Plant Overview
The Water Quality Control Plant (Treatment Plant):
- Is located on 33 acres at the western end of Simi Valley
- Uses an activated sludge process
- Uses advanced biological nutrient removal (BNR) methods
After treatment and compliance testing, treated water is discharged into Arroyo Simi.
Monitoring and Reclaimed Water Use
The treatment system is continuously monitored using a Supervisory Control and Data Acquisition (SCADA) system.
Before discharge, part of the treated water is reclaimed and reused for:
- Dust control
- Irrigation at the Simi Valley Landfill
