Single family residences are billed via their property tax bill. However, new property owners within Simi Valley Waterworks District #8 are temporarily billed on their water bill and Golden State Water Company customers are billed by the City of Simi Valley Administrative Services Department until charges can be established on their tax assessment.

Multi-family residences within Simi Valley Waterworks District #8 may be billed via their bi-monthly water bill. Accounts located within Golden State Water Company service area receive a separate sewer bill from the City’s Administrative Services Department.

Sewer connection fees pay the cost of the Water Quality Control Plant (WQCP) and the sewer system, both past costs to construct them and future costs of expansion. These fees contribute to the cost of construction for the existing infrastructure and future expansion.

Frontage fees pay to extend a sewer line along the front of a property, or to repay the cost for the improvement.

The current Sewer Connection Fee is $6,131 for a single family lot.

Only existing business customers planning to expand their business may defer sewer connection fees. To start this process, please send a written request to the Public Works Director at 2929 Tapo Canyon Rd., Simi Valley, CA 93063.

Generally, sewers are marked at the curb face with a “dot-vertical line-dot (.l.)” to indicate the location of the connection at the sewer main. There is a service fee if requesting crews to mark a lateral using Closed-Circuit Television (CCTV), but sewer record drawings are available to the public at no charge.

Depth varies; however, most laterals are between 4 to 6 feet deep at the property line.

The main sewer line in the street is owned and maintained by the City; however, the connecting sewer lateral line running from the house/building to the main sewer line in the street is owned and maintained by the property owner.

It is the responsibility of the property owner to properly maintain their sewer lateral line. Internal problems in the lateral, such as internal blockages, misalignment, or deterioration, are the property owner’s responsibility.

A property owner must connect to the sewer system if the property is within 200 feet of the public sewer.

Property owners may request an exception (variance) by submitting a written request to the Public Works Director at 2929 Tapo Canyon Rd., Simi Valley, CA 93063.

All requests for variance shall be reviewed by Building and Safety and Public Works.

A Zoning Clearance form will be signed after a Will-Serve letter is issued, following the payment of connection and frontage fees.
