The City's Home Rehabilitation Program is designed to provide assistance in the form of low-interest deferred payment loans to eligible homeowners to finance the cost of necessary repairs that will provide the homeowner with a healthy, safe, sanitary and code compliant home.

To be eligible, income must be at or below eighty percent (80%) of Ventura County’s area median income (AMI), adjusted for household size, as published by HCD annually. The applicant cannot have an outstanding City Loan or have been awarded a City loan within the past 15 years. The home must be a single-family detached residence within Simi Valley City limits and be owner-occupied throughout the term of the loan.

Eligible costs include but are not limited to repair or replacement of major housing systems, including the repair or replacement of any component of the home affecting habitability if it is estimated as likely to fail within the next five (5) years.

Roofing
Cladding and weatherproofing (e.g., windows, doors, siding, gutters)
Plumbing
Electrical
Heating, ventilation, and air conditioning

The amount of financing depends on the work needed. All health, safety, and code violations must be addressed. The minimum assistance shall be $15,000 and the maximum assistance shall not exceed the Program's subsidy limits or after-rehabilitation value as determined by the funding source. The total financing cannot be more that 80% of the combined loan to after-rehabilitation value.
