Release of the Draft FY 2020-2024 Regional Consolidated Plan and the Regional Analysis of Impediments to Fair Housing Choice for a Minimum 30-Day Public Review

The City is soliciting comments on the Draft FY 2020-2024 Regional Consolidated Plan (RCP) and the Regional Analysis of Impediments (AI) to Fair Housing Choice.

The RCP identifies the housing and community development needs in the region and sets forth a strategic plan for addressing the identified needs. It also satisfies the minimum statutory requirements for the CDBG, HOME, and ESG programs. The RCP covers the planning period of July 1, 2020, through June 30, 2025. The County of Ventura is the lead agency in the development of this RCP. This RCP covers the Ventura Urban County Entitlement Area, along with five entitlement jurisdictions: the cities of Camarillo, Oxnard, San Buenaventura (Ventura), Simi Valley, and Thousand Oaks. For FY 2020-2024, the RCP serves as the official application to the Unites States Department of Housing and Urban Development (HUD) for Community Development Block Grant (CDBG), HOME Investment Partnership Act (HOME), and Emergency Solutions Grant (ESG) funds for the Urban County and participating jurisdictions of Ventura County.

Pursuant to CDBG regulations, to receive CDBG funds, a jurisdiction must certify that it “actively furthers fair housing choice” through the following: completion of an AI; actions to eliminate identified impediments; and maintenance of fair housing records. The AI covers the entirety of Ventura County, including the 10 incorporated cities and all unincorporated areas.

These two documents will be available to the public for review beginning on February 7, 2020 and ending no earlier than April 24, 2020. During this time, copies of these documents will be available for review at the City of Simi Valley City Clerk’s Office, 2929 Tapo Canyon Road; and the Simi Valley Public Library, 2969 Tapo Canyon Road or at www.simivalley.org/cdbg.
