City Announces Appointment of Administrative Services Department Director

City Manager Eric Levitt today announced the appointment of Joseph D. Toney to the position of Administrative Services Director, effective April 22, 2019.
Mr. Toney was selected from a competitive field of well-qualified candidates following a rigorous recruitment and selection process. Toney has over 12 years of experience in local government, with an emphasis in fiscal and budget management, organizational leadership, public policy and administration, government affairs, and human resources. He began his career as a Legislative Assistant and has also served in the roles of Budget and Policy Analyst, Fiscal and Policy Analyst, and Deputy County Executive Officer for Santa Barbara County. Most recently, Toney served for Santa Barbara County as Assistant Director and Chief Financial Officer of General Services. In his role as Administrative Services Director, Toney will oversee the five divisions of Administrative Services, which includes Fiscal Services, Support Services, Information Services, Customer Services, and the City’s Treasury, including the City’s Annual Budget and budgetary monitoring throughout the year.
“Joseph’s background in budget and finance, coupled with his experience working across government sectors, will provide a unique and creative problem-solving perspective to the City of Simi Valley’s leadership team,” Assistant City Manager Brian Gabler said.
Toney has a Master of Public Policy and Administration from California State University, Long Beach, with a Bachelor of Arts degree in Political Science from the University of San Diego. He is active in professional organizations, serving as the President of the Santa Barbara County Management and Executive Association, a member of Municipal Managers Association of Southern California, and a member of International City/County Management Association.
