The City of Simi Valley established the Simi Valley Neighborhood Council program in 1970. The Neighborhood Council Executive Board Chair Facilitating Meetingprogram provides an opportunity for Simi Valley residents to participate in local government at the ground level. Every City resident 18 years and older is a member of his or her respective Neighborhood Council and is encouraged to attend and actively participate in Neighborhood Council meetings.

Neighborhood Councils advise the City Council on development projects, resident concerns, and other matters on which the City Council has specifically requested their input. The Neighborhood Councils work within the City's government process to develop recommendations and innovative solutions to community concerns related to planning and development projects, public safety, traffic issues, community services and disaster preparedness.

Neighborhood Councils are important because they:

  • Give developers the opportunity to dialog with residents and address concerns early in the planning process, allowing them to make changes prior to an official public hearing;
  • Afford policy makers and City staff the opportunity to gain a more thorough understanding of citizen concerns;
  • Provide residents the opportunity to voice their concerns in a less formal atmosphere than a public hearing before the City Council or Planning Commission.

Every City resident 18 years and older is a member of his or her respective Neighborhood Council and is encouraged to attend and actively participate in Neighborhood Council meetings. The City of Simi Valley is divided into four Neighborhood Councils. The map details the boundaries of each Neighborhood Council. Each of the Neighborhood Councils has a maximum of 13 members on its Executive Board, who are appointed by the City Council. Neighborhood Councils meet once a month and Board members serve two-year terms. Residents of unincorporated areas adjacent to the Neighborhood Council’s district may also vote on matters presented to the Neighborhood Council.

Recruitment
 

Although formal recruitments for Executive Board members are conducted every eight months, volunteers who wish to donate one or more of their evenings per month on behalf of their community are encouraged to apply for an Executive Board position at any time. Executive Board applicants are interviewed by a City Council Subcommittee and if successful, are appointed by the City Council.

1. When was the City incorporated?
The City of Simi Valley was incorporated on October 10, 1969.

2. Who is a member of the Neighborhood Councils?
Every Simi Valley resident who is 18 years and older is a member of his/her Neighborhood Council and is encouraged to attend the monthly meetings.

3. How many Neighborhood Councils are there?
There are four Neighborhood Councils. To identify your Neighborhood Council, please click here to view the map of the districts or call 583-6756.

4. How can residents provide input into the development process in Simi Valley?
Development applicants are given the opportunity to present their projects to the Neighborhood Councils to gather input from the community prior to the formal decision-making process. By attending your Neighborhood Council meeting, you are able to ask questions, express your opinions, and vote on development projects. The summary of each discussion is forwarded to the Planning Commission and City Council for their consideration prior to making a final determination on the project.

5. Is there a forum for residents to share concerns with the Police Department without calling to report a crime?
The Neighborhood Councils have regularly scheduled Police Liaison Reports, which allow for two-way dialogue between the Police Department and residents. The Liaison provides crime prevention information and responds to the questions and concerns of residents.

The Neighborhood Council Executive Boards meet once a month at 7:30 p.m. in the City Hall Community Room to consider issues that affect their neighborhoods.

Flyers are distributed by the Neighborhood Council Executive Board members for each meeting throughout their respective areas to inform the community of issues being presented at upcoming meetings.
