The City of Simi Valley established the Simi Valley Neighborhood Council program, in 1970. The program provides an opportunity for Simi Valley residents to participate in local government at a grassroots level. Every City resident 18 years and older is a member of his or her respective Neighborhood Council and is encouraged to attend and actively participate in Neighborhood Council meetings.
Neighborhood Councils advise the City Council on development projects, resident concerns, and other matters on which the City Council has specifically requested their input. The Neighborhood Councils work within the City's government process to develop recommendations and innovative solutions to community concerns related to planning and development projects, public safety, traffic issues, community services and disaster preparedness.

Membership
Every City resident 18 years and older is a member of his or her respective Neighborhood Council and is encouraged to attend and actively participate in Neighborhood Council meetings. The City of Simi Valley is divided into four Neighborhood Councils. The map details the boundaries of each Neighborhood Council. Each of the Neighborhood Councils has a maximum of 13 members on its Executive Board, who are appointed by the City Council. Neighborhood Councils meet once a month and Board members serve two-year terms. Residents of unincorporated areas adjacent to the Neighborhood Council’s district may also vote on matters presented to the Neighborhood Council.
In addition to the four Neighborhood Councils, a Joint Chairs Committee meets on the first Tuesday of each month to provide updates to Executive Board members on the issues affecting each of the Neighborhood Councils and to discuss operating procedures.
Meetings
The Neighborhood Council Executive Boards meet once a month at 7:30 p.m. in the City Hall Community Room to consider issues that affect their neighborhoods.
Flyers are distributed by the Neighborhood Councils for each meeting throughout their respective areas to inform the community of issues being presented at upcoming meetings. Recruitment
Although formal recruitments for Executive Board members are conducted every eight months, volunteers who wish to donate one or more of their evenings per month on behalf of their community are encouraged to apply for an Executive Board position at any time. Executive Board applicants are interviewed by a City Council Subcommittee and if successful, are appointed by the City Council. Applications for the Executive Board may be obtained by:

Arroyo Cleanup
For the past eight years, the Neighborhood Councils have successfully organized the Arroyo Cleanup as a part of The Great American Cleanup, sponsored by Keep America Beautiful, the nation's largest annual community improvement program.
In 2010, more than 230 volunteers, including teams from local businesses, schools, civic organizations, churches, and community groups, as well as concerned citizens, removed over 5 tons of debris from the Arroyo Simi that could otherwise have made its way to the ocean. The Neighborhood Councils would like to thank all event participants for joining them to keep Simi Valley a beautiful place to live!
