There are four main components to the Environmental Compliance Division: Industrial Pretreatment, Stormwater Management, Hazardous Materials and Water Conservation. The Division offices are located in the Public Service Center at 500 West Los Angeles Ave (map).The Industrial Pretreatment Program enforces the City's Sewer Use Ordinance. By monitoring, inspecting and evaluating sewer usage, staff protects the environment and the City's investment in sewer conveyance and treatment infrastructure. The Industrial Pretreatment Program provides pollution prevention educational materials and communicates specific requirements to businesses and their employees to meet federal and state requirements and protect the Water Quality Control Plant and the environment from toxic, hazardous and other illicit discharges.The Stormwater Management Program ensures compliance with the Municipal Separate Stormwater Sewer System (MS4) permit and the City's Stormwater Ordinance. The Stormwater Program is part of the countywide effort to maintain surface water quality that is safe for the environment and meets all regulatory requirements. The Stormwater Program provides citywide enforcement efforts and public educational materials.The Hazardous Materials Program includes the Household Hazardous Waste Program for residential hazardous waste disposal, the hazardous materials disposal services for City operations, hazardous materials emergency response services, and Hazardous Materials Awareness and First Responder training to City employees.
The Water Conservation Program implements the City's and Waterworks District No. 8's Water Conservation Ordinances. The program meets the Southern California Regional effort to encourage and mandate needed reductions in water use. For the period July 1, 2009 to June 30, 2010, the Waterworks District must deliver 15% less water than was delivered during the 2004 to 2006 base period (averaged). The staff provides public educational water conservation materials; provides links to supporting agency programs, such as Save A Buck, BeWaterWise, and Water Saving Plants; and operates the Water Conservation Hotline at (805) 583-6420.
