The mission of the Criminal Intelligence Section is to collect,
analyze, and disseminate information on the criminal activities of: organized crime groups; emerging criminal groups; public disorder groups; terrorist groups; and officials involved in
public corruption. The result of this effort provides the Chief of Police with the knowledge and information necessary to make informed judgments and take appropriate actions to effectively
counter and control the criminal activities within the city.
The nature of the information provided to the Chief of Police is often sensitive and requires a high level of confidentiality. With
this in mind, the Criminal Intelligence Section adopted the "white rose" as its symbol. The rose has played a significant symbolic and actual role in the history and practice of the
ancient craft of intelligence. The adjective "sub rosa" means that something is designated to be confidential or secret.
This Latin expression appears to have been derived from the practice of hanging a rose over a council chamber table to signify to all that anything discussed "under the rose" was to remain confidential.
The color of a rose is significant, and the white rose is chosen because it represents purity, deeds worthy of remembrance, rectitude of purpose, integrity, truth, and wisdom.
While the rose is a beautiful and fragrant flower, the thorns remind us that he who would gather the rose without giving care to the thorns thereon does so at his own peril. Likewise,
he who would move without the truth and fore knowledge offered by the craft of intelligence does so at his peril. Criminal Intelligence Section responsibilities include the following:
- Initiating inquiries and conducting information searches to obtain criminal intelligence information relating to specific criminal activities designated by the Chief of Police.
- Developing and maintaining a system for reviewing, evaluating, storing, collating, retrieving and disseminating information relating to designated criminal activities.
- Developing analytical capability to provide useful criminal intelligence reports, both strategic and tactical.
- Maintaining the integrity and security of all information entrusted to the Section.
- Adhering to ethical police procedures in obtaining information.
- Developing methods to evaluate the effectiveness of the Section in accomplishing its law enforcement goals and in safeguarding the privacy of all individuals about whom the Section has information.
