The Department of Administrative Services consists of seven divisions, each providing various services to the other departments in the City.The Administration
program is responsible for the overall management of the Department of Administrative Services. It coordinates the activities of the Department's various divisions, and serves as the primary contact point for the City Council, other City departments, and the general public. This program also has responsibility for preparation of the City's Annual Budget and budgetary monitoring throughout the year.
The Fiscal Services program is responsible for the accounting and financial reporting functions for all City funds, including the Community Development Agency and Special Districts. Fiscal
Services functions include accounts payable, payroll, monthly financial reporting, fixed asset recordation and inventory, bank reconciliations, assessment district collections, year-end audit coordination, and
preparation of the Comprehensive Annual Financial Report (CAFR).The Treasury Services program is responsible
for management of the City's investment program, debt administration, and accounts receivable (including collection program). This program also prepares the annual update to the Statement of Investment Policy, Cost Allocation Plan, and Schedule of Service Charges.The Support Services
program is responsible for the provision of centralized support services to the City's operating departments. These services include purchasing, central office supplies, office furnishings and equipment,
graphics and printing, telecommunications, and mail services. The Information Services (IS) program is responsible for the City's computer operations, including the Financial Management Information
System, Police Information System, Geographic Information System, and Wide-Area Network. This program coordinates the purchase and installation of computer hardware and software, software licensing, and
development of new applications and systems. The Customer Services program is responsible for the processing of utility billing
, parking citations, transient occupancy tax, business tax receipts, bus passes (SmartCards
), and dog licenses. This program also coordinates sales tax audits, business tax compliance program, cost recovery for State-mandated programs, and the issuance of permits for special events and location
