Amended 2015 Urban Water Management Plan
The Urban Water Management Planning Act requires every urban water supplier to prepare and adopt an Urban Water Management Plan (UWMP) at least once every five years. The 2015 UWMP was adopted by the Board on June 27, 2016; it forecasts supplies and demands through the year 2040. Demands are projected based upon current use, historical use trends, and forecasted development and population. The UWMP outlines current and future water supplies and demands and provides updates on local water resource development opportunities for recycled water and groundwater. The Plan also provides an overview to promote water use efficiency and water conservation practices in the community. The Ventura County Waterworks District No. 8's Amended 2015 UWMP was adopted by the District's Board of Directors on April 3, 2017 and can be found at Urban Water Management Plan (UWMP) .
2016 Simi Valley Basin Groundwater Study
A report, “Characterization and Groundwater Supply Assessment for Simi Valley Basin”, dated March 2016, was prepared by Todd Groundwater. Based on the report’s description of Simi Valley Basin’s geology, hydrology, hydrogeology, and groundwater quality; the report estimates the perennial yield to be 9,000 acre-feet per year with water quality that is economically treatable to drinking water standards. The report recommends further actions to determine the feasibility of developing the Simi Valley Basin as a source of local potable water supply.
Tapo/Gillibrand Basin Groundwater Study
A report, “Geohydrologic Evaluation of Maximum Perennial Yield, Tapo Canyon Tributary Subarea”, dated September 13, 2006, was prepared by RBF Consulting and Geoscience Support Services. The report provides a description of the Gillibrand Basin, a sub-basin and tributary to the Simi Valley Basin, and characterizes its geology, hydrology, geohydrology, and water quality. The report estimates a perennial yield of the Gillibrand Basin, which is a source of potable groundwater supply for the District, to be 1,350 acre-feet per year.
2016 Water Quality Report
The 2016 Water Quality Report is now available. The City of Simi Valley/Waterworks District No. 8 (District) is committed to providing you a reliable supply of safe, cost-effective, high quality drinking water. The report provides information on where your water comes from, what it takes to deliver water to your home and/or business, and the importance of protecting our precious water resources. Consistent with the City Council's policy of transparency with the community and the public, the report raises awareness of your water quality and as in years past, provides assurance that the water provided to you, your family, and your community is high quality and safe.
2014 Efficiency Analysis of the Waterworks District - Final Report
The District hired LA Consulting, Inc. to perform an Efficiency Analysis of Waterworks District Engineering and Operations at the direction of the Board of Directors. The analysis reviewed the entire District's operations, including infrastructure, capital improvement programs, operation and maintenance programs, and staffing and organization. Though the District is operated efficiently and focused on customer satisfaction, the study was helpful, suggesting improvements in technology, supplemental water operation, and the exploration of new water resources. Although these concepts were already underway as District staff sought continuous improvements in ongoing operations, the study helped define the pathway for certain program changes. The Final Report includes findings and recommendations for improved efficiency.
Water Design and Construction Standards
Design and construction of water mains and other appurtenances in the City of Simi Valley/Waterworks District No. 8 (District) shall comply with either the "Water Design and Construction Standards" or the "Recycled Water Design and Construction Standards," or the permit requirements of various governing bodies, except where specific modifications have been approved, in writing, by the Director of Public Works. A registered civil engineer shall sign all submitted plans, and all work shall be in accordance with good engineering practice. This document sets forth the procedure for designing and preparing plans and specifications for water systems built for the District. Wherever there are differences between these standards and other county, state, or federal regulations, the most stringent or highest requirement shall govern. Specifications and plates relating to pipelines are intended for pipes up to and including 18 inches (450 mm) in diameter.
These Standards complement the City of Simi Valley Municipal Code, Title 9, entitled "Planning and Zoning."
Waterworks Services in Simi Valley are currently provided through two suppliers of water: Golden State Water Company and City of Simi Valley/Waterworks District No. 8 (District). Approximately sixty percent of the City is served by the District, which is managed by the City with the City Council serving as its the Board of Directors. The Golden State Water Company is a private company, which provides water service to the other forty percent of the City.
The District delivers over 23,000 acre feet annually to 24,000 service connections. In addition to 40 storage facilities, such as water tanks, the District has 2,700 fire hydrants, 18 pump stations, and 357 miles of water pipes in its system. The main source of water for the District is through Calleguas Municipal Water District. The District also owns two wells in the Tapo Canyon area, which supply water to the Tapo Canyon Water Treatment Plant.
